Some Opinions of the General Office of the State Council on Promoting Stable Growth in Foreign Trade

The people's governments of provinces, autonomous regions, and municipalities directly under the Central Government, the ministries and commissions of the State Council, and the agencies directly under the State Council:

The steady growth of foreign trade is related to the expansion of employment and the improvement of people’s livelihood, which is related to the realization of the goal of steady growth. In order to promote the stable growth of foreign trade this year, with the consent of the State Council, the following opinions are now proposed:

First, do a good job in export tax rebates and financial services (a) accelerate the progress of export tax rebates. On the basis of the reform of the management system for trade in goods, we will further accelerate the progress of export tax rebates to ensure accurate and timely tax refunds.

(b) Expand the scale of trade. Improve financial services for imports and exports and guide financial institutions to increase exchange rate hedging products. Widen the channels for export enterprises, and support commercial banks to increase export companies** with orders, benefits, and prudential credit conditions in line with the principle of “risk controllable and commercial sustainability”. Encourage commercial banks to carry out import credit business and trade ** business.

(c) Reduce the cost of trade**. Deeply implement the various requirements for the special management work of the banking financial institutions that do not regulate the business. It is forbidden to impose unreasonable conditions on the issuance of banking financial institutions, and it is forbidden to collect service fees in violation of regulations. Efforts to provide convenience for small and micro enterprises.

(D) increase the export credit insurance support. Seriously implement the special insurance arrangements for the export of large-scale complete sets of equipment. Expand the scale of export credit insurance and increase the coverage of export credit insurance. Develop credit insurance for small and micro enterprises and support small and medium-sized enterprises in opening up international markets.

Second, increase the level of trade facilitation (5) Improve the efficiency of customs clearance. Further improve the supervision services of customs, quality inspection and other departments, simplify the examination and approval procedures, improve the efficiency of customs clearance, and reduce the cost of corporate customs clearance. Adjust AA grade enterprise assessment standards. Fully promote the customs classification and customs clearance reform and speed up the paperless customs clearance reform. Under the premise of guaranteeing effective supervision, the scope of application of “local declaration and port inspection and release” should be relaxed.

We will conscientiously implement various measures for the reform of the management of merchandise trade, further improve service levels, promote trade facilitation, and provide good policy support and business guidance for foreign trade enterprises.

Conscientiously implement the provisions of the cancellation of the import and export inspection and quarantine of certain commodities implemented on August 1, 2012. Under the premise of ensuring the quality and safety of exports, study to further reduce the list of statutory inspection and quarantine.

(8) Regulate and reduce import and export link charges. We will continue to clean up the administrative and administrative charges for the import and export links and operating service charges, cancel unreasonable charges, reduce fees, reduce charges, and reduce corporate burdens. We will conscientiously implement the provisions for canceling the printing fees for the export verification forms for export exchange receipts, import payment receipts for import, and export tax refund for export, and cancel the customs supervision fee. From October 1, 2012 to December 31, 2012, the entry and exit inspection and quarantine fees will be waived for all incoming and outgoing goods, means of transport, containers, and other statutory inspection and quarantine objects. From January 1, 2013, new reduced inspection and quarantine charges will be implemented.

Third, to improve the trade environment (9) Actively respond to trade frictions. We must do a good job of dealing with trade frictions and the settlement of disputes in the World Trade Organization, and guide enterprises and industry associations to effectively deal with trade frictions and safeguard the legitimate rights and interests of our exporting enterprises. Reliance on import trade shall be implemented according to law to protect domestic industry safety.

(10) Deepening multi-bilateral relations. Deeply participate in multilateral and regional and sub-regional cooperation mechanisms such as the G20, the Shanghai Cooperation Organization, and encourage enterprises to make good use of regional and sub-regional cooperation mechanisms and free trade agreements that have already entered into force. We will make full use of platforms such as high-level dialogues and bilateral economic and trade federations to strengthen economic and trade cooperation with major trading partners. Accelerate the negotiation of free trade agreements with relevant countries and regions.

Fourth, optimizing trade structure (11) Increase imports and promote trade balance. We will conscientiously implement the "Guidelines on Strengthening the Import of Foreign Trade to Promote the Balanced Development of Foreign Trade" (GuFa [2012] No. 15) and promote the coordinated development of imports and exports. Actively expand imports, focusing on increasing imports of advanced technology and equipment, key components, and household items closely related to the people.

(12) Optimize the layout of foreign trade international markets and the layout of domestic regions. Support enterprises to explore emerging markets in Africa, Latin America, Southeast Asia, and Central and Eastern Europe. Encourage localities, industries and enterprises to participate in exhibitions in emerging markets and carry out trade promotion activities. We will expand the opening up of the central and western regions, support the development of an open economy in the central and western regions, and encourage the border provinces and regions to strengthen their economic and trade cooperation with neighboring countries.

(13) Speed ​​up the construction of foreign trade bases, trade platforms and international marketing networks. Relying on characteristic industrial clusters, cultivate foreign trade production bases. Cultivate a number of convention and exhibition platforms with good radiation capabilities, combined domestic and foreign trade commodity market platforms, e-commerce platforms, and import promotion platforms to encourage enterprises to establish international marketing networks.

(14) Optimizing the structure of export commodities. Deepen the implementation of the strategy of rejuvenating trade through science and technology and winning through quality, and expand the exports of technical and capital-intensive electromechanical products, high-tech and high-value-added products, and energy-saving and environmentally-friendly products. Support the technological transformation of enterprises and increase the export quality, grades and added value of labor-intensive products. Control the export of high energy-consuming and highly polluting products.

(15) Optimizing the structure of trade patterns. Gradually expand the proportion of general trade. Guide the transfer of processing trade from coastal areas to inland areas and focus on special customs supervision areas, encourage processing trade enterprises to extend the industrial chain and value-added chain, and increase the proportion of local value-added and local matching. Actively develop border trade.

V. Strengthen the organization and leadership (XVI) Strengthen the pertinence and initiative of the work. All localities and departments should strengthen their analysis of the foreign trade situation, strengthen the monitoring of the import and export business, and keep abreast of the company’s operating costs, order transfer, capacity transfer, and market share changes, and increase the pertinence and initiative of the work.
