Japan's textile and apparel industry self-regulation standards

The two sides negotiated on the non-use of certain azo dyes in Japan and the final implementation of the "white list management system" for textile exports.

Vice President Xi Lingmin first expressed welcome on behalf of the Chinese experts to the Japanese experts, and introduced the preparations for the white list management system and the status of declarations by Chinese companies. Japanese expert representative Mr. Okuda expressed his gratitude to China for his work and pointed out that domestic companies in Japan highly praised the “white list management system” and believed that the use of systems by third parties to manage harmful substances is an ideal situation. It is also the best way to ensure the quality and safety of textiles while minimizing the cost of the enterprise. It is hoped that the “white list management system” will become an effective and genuine textile quality and safety management platform.

Next, China and Japan conducted in-depth communication and agreed on specific issues concerning the management of white list qualifications, chemical management of dyeing companies, sampling inspection methods, system security, and implementation procedures. The two sides agreed to steadily advance in accordance with the principle of "progressive and gradual, easy to difficult", and consider the management of more harmful substances into the "white list management system" when conditions are ripe. In the end, the Japanese side decided to hold a meeting of Japan's industry self-regulatory standards and white list management system in Tokyo and Osaka, Japan on December 13-16 to make final preparations for launching textiles without the use of specific azo dye industry self-regulatory standards.

Enterprises that have obtained white-listing qualifications may be accepted by Japanese importers who enter the whitelist management system when they export their products, and are exempted from testing certain azo dyes. At present, the China National Textile and Apparel Federation has started the enterprise application for the white list management system.
